If they are planning to refresh the Premiership, now is the time to create a proper A league that would support and feed the regions with more suitable players. 4 regional A teams, a North Wales Select (RGC) and a Valleys team (Merthyr/Ponty etc) Then below that you have the clubs feeding in and so on. It will never happen because the funding model will never be agreed but its the sort of thing we need. Those teams could also play cross border comps against the English A teams in a cup perhaps.

If it is to be a proper league underpinning the regions then there should be a strict salary cap which is policed properly.

The WRU really need to hold their hands up and say that regardless of the governance changes they've failed miserable in many many other areas and the deal with the regions and governance changes are very much starting from an exceptionally low point.
Initially it won't be about catching other nations, it's about not falling even further behind and then once we've stabilised trying to catch up. All the little things are a mess, the 18's women's and men's played yesterday but nothing about the scores until this morning for the men's, and there's still nothing for the women's. The WRU have only just confirmed the dates for all the community finals, the first one is less than a fortnight away, they should have been confirmed months ago to allow people to plan around them. Wherever you look things need fixing.

A floor is a minimum spend. I was just thinking that as we’d want this new league to be competitive you don’t want one team spending a pittance on their squad and getting smashed week in week out by the others.
