Scots' kick from inside the 22...

At the start of the second half v Wales, the Scots fielded the ball outside the 22 - it was then passed back (to Barclay, I think) who was inside - he was tackled just about on the line. Scots rucked the ball back, the ref said "Inside" and they kicked it direct to touch on halfway.
Surely, this was a cock-up by the ref? Should have been a lineout inside the 22? Or did I miss something?

If he was tackled & the ball was on the 22 or inside the 22, Mr Clancy was correct, as by definition, the tackle starts a new Phase of play, so there is NO pass back.

However, if the ball was outside the 22 (i.e. not on the line or behind) & rucked back into the 22, then the kick would have been deemed to be "straight out" as a result of being "taken back in" to the 22.

OK - I didn't know that. This means, then, that you can pass the ball back into the 22, go through several phases (rucks) and only then kick direct to touch?

I'm almost certain that I HAVE seen refs take the lineout back in the exact same circumstance, though!

Generally that is normally when the Mark of the lineout is outside the 22 (albeit only by an inch or so) & the ball is tapped back into the 22.
As far as the Law is applied, a new phase is generated after one of the following

  • Following a "Tackle"
  • Following a "Maul"
  • Following a "Ruck"
& the obvious ones
  • Following a "Scrum"
  • Following a "Lineout"
