many areas get rate relief in wales due to failing economies....sometimes it takes as much as 90% off the rates....so that's a load less money to the council.
As cardigan booms and small to medium businesses get more prosperous, the council can raise the rates, rentals, and licenses, steadily, the businesses would be more than able and happy to pay with their 20% to 50% increased sales. The council will make more on the back end than the front end. When the mafia take the skim from the vegas gamblers they don't take it all at the front door with heavy handed entrance fees....they seduce gamblers in with their fancy facilities, free peanuts and booze....then cream the profits off their losses later in the count room. its what the French call, boiling the frog slowly, don't overheat the pan or Kermit wont even climb in.

So it's all making an assumption that people will come into town due to free parking etc etc. That's all fairly obvious but do councils really gamble on such long term stuff? I would say probably not, look at Llanelli for example...

speaking from an ammanford point of view the fact that it is 70p to park for 1 hour must deter people from coming to town,it's only 40p in tenby for an hour 50p for 2.

Which is great news, I was just saying that in general it would have to be assumed to start with. Lets say Llanelli did the same, I'm sure the council would want some degree of confidence that their relaxation of car parking fees would be offset with interest within a fairly short time. That said, there is nothing in Llanelli town centre to draw anyone in sadly.

Theres been endless reports and business groups all around the UK demanding we scrap these absurd parking fees for years. meanwhile all out of town shopping has free parking. its a no brainer this is destroying town centres

http://www.mirror.co.uk/news/uk-news/scrap-parking-charges-save-high-6093414

Small stores are going out of business as people increasingly shop online to avoid the threat of parking tickets, experts have warned.

Figures seen by The Telegraph disclose that councils in England and Wales are set to collect an additional £39million this year in parking revenues compared with last year, reaching a record total of £687 million.

Last year, local authorities took £648 million despite the Government telling them not to use parking charges and fines to raise revenue.

Another thing I noticed in Cardigan was that they have an abundance of public toilets where as in Llanelli you have to pretend to buy something in Asda if you want to make a depositShocked
Up the bum no harm done.
